What does this PR do?
The tokenizer for WMT21 translation models is similar to
M2M100Tokenizerwith the only difference being it uses different language codes.This PR adds support for wmt21 tokenizers in
M2M100Tokenizerby adding thelanguage_codesattribute which specifies what language codes to use.
